W-APT and ACCESS
There are two assessments that are specifically for English Language Learners. Both assessments are based on the WIDA standards.
The first test is the W-APT, which is the WIDA Access Placement Test. This is an english language proficiency test to determine what level of proficiency students have upon entering the United States. This test identifies where students are on the WIDA continuum (entry to reaching) and the amount of mainstream and ESL instruction given to them. The W-APT is based on the standards set forth by WIDA and given in the grade level clusters. The test assess the students through the four mode of communication reading, writing , speaking and listening.
The second assessment is the ACCESS, which is Assessing Comprehension and Communication in English State-to-State. The ACCESS test is a large-scale English language proficiency assessment given to ELL students in kindergarten through 12th grade. It is given annually and focuses on addressing student progress in acquiring academic English. ACESS has a three tier system: Tier A (beginning), Tier B (intermediate) and Tier C (advanced). A students tier is determined first by their W-APT score and then by their score on the previous years ACESS test. This determines the length of the test and assures that it appropriately assess individual students language skills through reading, writing, speaking and listening.
The ACCESS test is used to identify students progress on the WIDA continuum, determine when ELLs have attained proficiency in English enough to participate in mainstream classes and be graduated from the ESL program. In respect to the ESL program the ACCESS test provides data to evaluate the effectiveness of ELL program, provides information that can be used to enhance instruction and is used measure and monitor ELL progress (as required by the 2001 NCLB).
